Yeah sure! Only if you are lucky! Some of the drivers claim they can't make change and hope that the Farang tourist will be stupid and say "keep the change!" Some drivers may actually not have any small bills!
Always best to have small bills for paying for cheap things! If you forget to get small bills - the first toll booth you stop at - pass the 1000 baht note over and get some change back when you pay the toll. Even a 500 baht note may be too large for some drivers to make change for! Since you only pay for everything when you arrive at the hotel, in a pinch you might be able to run into the hotel and ask the desk clerk for change - but it is a bit of a bother!
Better safe than sorry! I don't like to leave any room for the driver to have an excuse to get more from me! (From the airport to Sukhumvit/Siam area using the meter, paying the 50 baht surcharge and toll charges will usually come to around 350 - 390 baht.)
City bus to the first Skytrain stop (morning to around midnight) is only 35 baht from the little bus station at the airport!
