If he clears immigration at T3, I believe he would have to take the Connect over to T5 from Central (free), and then hop on the Express at T5 (£25+VAT last I took it). Plan on an hour to do this, although I would highly suggest dropping the bag at T5 before leaving, since it will make your departure a little smoother.

There are no "special privileges" when it comes to carry on luggage (unless there is such a thing on BA F, but I've never experienced it in J or Y as a PLT, on a revenue ticket or award ticket).

While I have had what appears to be exceptional luck not being forced to check "BA Oversize" luggage (22" roll-aboard and 23" internal frame backpack, on 5 transits the year, including 4 in the past month) by either the ticketing agent, the security agents, or the gate agents, one should be prepared to do so.
