Yes. Like virtually all airports in N. America and many in the rest of the world, arrival and departure levels are segregated. In addition, T3 is doubly segregated by destination/origin(U.S. and international). You can't get from U.S. arrivals to Int'l departures w/o clearing Canadian entry.
