Yes...just like the cabin lights need to be dimmed for take off and landing at night. This is to help the eyes adjust quicker as if it was really bright in the cabin and there was a safety situation at night landing or take off, it takes around 20 / 30 seconds for people's eyes to adjust and this could be vital.....
