No. Alaska's mileage-paid upgrades are only good for AS-operated flights so you're limited to the lower 48, Canada and Mexico where AS flies to. AFAIK, there are
no partner upgrade awards (very few airline FFPs allow mileage paid upgrades on other airlines).
