Pardon me, what is XC/XF? Am I getting the impression a person can be waitlisted for award travel????

I have often wondered if someone booked an award flight way in advance (in order to get it in the first place) but as the time drew nearer, they had to cancel, it the seat up for award booking again??? Or does it go as regular seat?
