I wouldn't expect there to be a problem if the bike is purchased from a shop of some kind. Buying from individuals of course may be another matter. A colleague once purchased a bicycle from someone leaving the country, got into an accident with the bike, and a trip to the koban when it turned out the bicycle had been stolen.
