In Kyoto, I met an exhausted looking Spaniard trying to make it to the other side of town. He had tried to purchase a bicycle to get around town, but the seller backed out at the last minute. He said the seller was afraid the police would think it was stolen if the Spaniard was riding it.
Perhaps that bike was stolen and the seller didn't fancy his chances of the Spaniard and thus the connection with the seller going undetected. I'm betting the bike was going cheap...
