The staff at JFK (back in 2002, when NW flew NRT-JFK direct) don't give a damn, but the Narita staff (including cleaning staff) is, um, Japanese, so will bend over backwards. And none of JFK's "$300 minimum" either.
I agree with this comment. It's not uncommon for a Japanese citizen to turn in "Cash" they found to the local authorities. Many communities applaud this type of good faith action and build on this community trust.
As for lost items recovered thus far.... 3 different digital cameras lost on transit and tourist sites (all recovered), Watch left on train (recovered)...etc....... The only items not recovered were simple snacks, which we never bothered to recover due to low value.
