Not for nuthin', but I've been routinely stopped in my neighborhood by cops who know me & see me every day. Never on bicycle, though.

The usual explanation is: "Ahh, kcvt-san, this is for your protection...."

I find that a polite smile, bow and "boromei" is an acceptable response.
