Japanese are very honest—if only because they'd never touch second-hand electronics:. It's the greedy whites that one has to watch out for.
The staff at JFK (back in 2002, when NW flew NRT-JFK direct) don't give a damn, but the Narita staff (including cleaning staff) is, um, Japanese, so will bend over backwards. And none of JFK's "$300 minimum" either.
