It seems to be that the newer hotels seem to have that problem more than the established ones. My wife didn't have any trouble accessing the lounge in Singapore, Shanghai, or Sydney. But I stayed as some of the newer China hotels and the staff there hadn't really learned all the ins and outs of elite rules yet. But once I talked with a manager, I didn't have any issues.
