Be glad you weren't next to someone with TB for 12+ hours, yet only found out about it 9 months later.

If there's room, move. If the plane has gaspers, point as many as possible at him, or, more effectively, create an "air wall" between the two of you.

Before the door closes you could goad the guy into getting loud enough to be kicked off the aircraft.
