buyAAmiles and giftAAmiles transactions are limited to a combined maximum of 60,000 miles, per account, per calendar year.

It takes about 1 week once you cross the MM mark to receive the eVIPs. Each eVIP will cover (1) one way trip; so yes, you could upgrade 3 people - but not on award tickets.
