International: JAL & Thai Airways cleanest / Nevers seen dirtiest airline yet. All of them are generally cleaner than US-owned airlines.

Domestic (US): Pinnacle (NWA link) is almost always quite clean over all. It might still depend on early or latest flight of the day.
Dirtiest is American Eagle / Delta Skywest.
