No, this is not correct. NW will send out a flight with open WBC seats, even if people want to upgrade. It has to do with seats in the upgrade bucket ("I", I believe) being available. In other words, just because there are open WBC seats, doesn't mean that they'll be available for upgrades. If there are seats available for upgrade, it will be either 15k or 30k miles each way, depending on your purchased fare.
