The promotions must be targeted, and new Daimond members are more worthy of promotions. Old Diamond members have not been offered targeted promotions in recent years. Experiences at US Hiltons are hit and miss and sometimes free breakfast is the only amenity. That's why I prefer Starwood over Hilton for stays that matter.
