With few exceptions (e.g. some deserts, Death & Imperial Valley), all rivers flow to international bodies of water.

My uninformed guess is that international travel (pre-customs clearance) is allowed in Lake Michigan, but that travel up most rivers would require clearing customs.

Does anybody here know?
