It's tough to book in advance without all the pieces of the puzzle. I'm afraid to be the bearer of bad news but you wont have all the answers you need so I'll supply what I can from my own experience working that market.
Just as a former Flight Attendant, I can confirm that a bassinet is no replacement for a car seat as far as safety is concerned. Also, if you need a car seat at your destination, I strongly suggest you use it, or at least try to, onboard. Don't risk it being lost and/or damaged in the luggage hold. .
You probably already know that Eva Air is very vague on their website. All I can say is that they allow car seats. What kind, etc. is still a mystery so you may want to call and make sure what you have will be accepted, if you opt to go this route.

Don't be so sure about armrests lifting up. If the aircraft has the more sophisticated video systems, all that wirework will restrict the armrest movement in all seats, not just bulkheads. Some aircraft came with, some without, with the same company. While passengers liked individual screeens (and aren't they great for kids?) they didn't like the fact the armrests no long could be raised all the way up. You can raise them a little, like 45 degrees.
It is a little crazy that most of us have to buy tickets months in advance and when it comes to bassinets, we have to be physic as to how big our tots will be when we fly. The limits vary from company to company.
What happened to us was that we were give
wrong information over the phone, as to the dementions of the bassinet. They then refused to give us bulkheads at check-in because they were supposedly reserved for those with infants who *fit* in the bassinets. Once on board, our year old son was well below the restrictions and luckily, we were able to swap seats for the bulkhead. They had given them strangely, to our cousins who had
grown daughters. Obviously it was very easy and we sat with one of the daughters. We were flying to a family wedding in the U.S.
I was a FTM and I didn't make the reservations. Later on, I made sure to always reserve a seat and have a car seat with us. I only did the lap thing when my seat was refused and only flew with lap babies when I was forced to.
I'm sure it's easier to revert from bulkhead
to normal seats at the airport than the other way around. I have to say that I did work Asian flights with my own company and they tend to be full, full and fuller. There are no real low and high seasons like in Europe, S. and N. America (the markets I worked). An empty seat is unlikely and calling reservations, it's impossible to know so far in advance.
I'm really jealous. None of my three children ever slept more than 10 hours at a time and that was super-rare. Nine was their max and they dropped naps early too. I guess they're not big sleepers. Hopefully, she's the kind who sleeps well with light and noise around her too.
If Eva air has 24 hours reservations, call after 10pm if you're on the West Coast and first thing in the morning if you're on the East Coast. Don't call when travel agencies are open anywhere in the country. Sunday is good, if possible.
