Just left Belfast. There are taxis that leave Belfast Intl Airport that do take cc (at least they accept visa, mastercard and eurocard, don't think they accept AMEX), just ask in the taxi stand for a taxi that accepts it. Don't know about the taxi's at the city airport, not sure which airport you are flying into.
Same goes for Brussels, there are taxis that do and taxis that don't, just ask for one that does.
