Actually, cab drivers at O'hare can get "short trip" tickets from the taxi starter, bypass the staging area and go right to the terminal if they can be back within 30 minutes. Many cabbies love short trips since the "pull"+ baggage charge are front loaded.
I live near ORD and cabbies always have a problem with my address. I am 10 minutes away just off the Kennedy and still have to give directions. I've had slow-driving, non-english speaking, straight off the boat, rude, cellphone talking, food-eating, foul-smelling, loud radio playing, road-raging drivers, who all have a problem with where I live. One guy just ignored me when I repeatedly asked him to close the front windows in winter.
The least amount of hassle is the Hilton and their breakfast buffet is nice. You could take the train to Harlem and walk to "Sally's pancake house" (5 minute walk). Construction on that part of the line is finished, so there should be no delays. ORD-Harlem stop is less than 15 minutes.
