Yes I'd say you're right.
We all saw this coming, didn't we? "It will be much easier to have one ID, since look at how difficult life is without it," is still a common argument from the pro-ID-card camp. It seems pretty bleedin' obvious to me that life is only difficult because people are making it difficult.
I wonder what the Tory stance is on ID cards. Anyone?
p.s. I remember when I moved to Germany in 2001, I had to show my passport to get a mobile. I think this was only because I'm not German - although I honestly cannot remember.
