It basically means that the Diners Club card can be used at any merchant which accepts Mastercard in the US and Canada - e.g. vastly increasing the number of merchants which accept Diners. I can't recall what appears on the merchant receipt, but on your Diners statement it should just show the transactions as normal.
IIRC, Diners was rolling this out globally, starting with the US and Canada, and then expanding elsewhere - happened in the UK about 18 months or so ago.
