It's actually more an Air NZ driven decision than UA's, since the decision not to properly compensate other carriers (or in some cases even NZ's own FFP members) for certain NZ booking classes comes from NZ.

Yes, UA could do that, but is unlikely to do so unless and until NZ compensates UA (or other partners) for pax using these fares.
Follow the money. In this case the buck stops (or never gets started) with Air NZ.
