Well I called the helpdesk, and it seems that all availability on Dragonair from HKG - HAN is blocked out, except for full Y fares, for almost all dates in the future.
Here is, most likely, your problem.
The HKG-HAN flights may be booked with either the KA code of the CX code. If they are looking ONLY at the CX coded flights, they will see C,Y,B classes only (and no award seats). There are only limited fares (full fare) available booking with a CX code.
The full range of booking classes are available when using the KA code. And for award seats, they also need the operating carrier code. Did they look for award seats using the KA code? That may be your problem.
