What other STAR carrier are you flying? It helps to give us all the information not bits and pieces, if you want a real answer. It seems SQ, TG and NH now have fuel surcharges on their own program award tickets -- not sure about Asiana or UA -- but I booked an NH award with AE miles and paid no fuel surcharge nor did the agent mention anything about paying at the airport.
