Iguazu and Uruguay are very different cases. In the former case it's very relaxed. They rarely check documents or check visa requirements in the tri-border area of Argentina/Paraguay/Brazil as most tourists are doing the usual day trip between the 3 countries. To go to Uruguay you have to pass through both Argentine and Uruguayan immigration and customs and it is a much more formal process. I wouldn't try doing it unless your documents are in order.
