If the Y passengers thought that they were being cute or clever then they might end up having the item checked if there is no room left.
I'll share something with you - 9 out of 10 times that this happens who are "elites" in card if not in manners. The sort of person who pulls that stunt thinks that they are entitled to be in CW/CE whatever fare they have paid.
I think that it is a far more acute problem in Club Europe as space is ridiculously short. You tell everyone that they can bring two pieces and then give them nowhere to put it. Sheer Genius!
That is not going to work if CE pax board last. The first CE pax will know that the bags in the locker belong to Y pax. But there will still be plenty of room and they will put their stuff elsewhere. It is the last CE pax who will be affected. But at that stage, it will be difficult to determine whether the bags belong to a CE pax or a Y pax and you are not going to ask everybody in CE whether the bags belong to them. In practice, moreover, there will always be some CE pax who board earlier. So you will know even less whether the bags are those of the early CE boarders or Y pax. It only works when you actually see in front of you a Y pax putting their bags in the CE section.
