where do they charge you? I could see where security (TSA) cannot tell or is not interested in whether you have paid up front, if the dog has a legitimate carrying bag. I assume you were charged when you boarded? I've been surprised by how many times I've said "woah there's a dog in that bag!" Is that why you were charged--beacause the GA said the same thing? Also what's the weight limit for the dog-under-the-seat?
