kiwi flyer is talking about the Silver Kris Lounge which as you say, requires either membership, F or C ticket. i am fairly certain that the Premier Lounge is run by SQ, as i have dealt with the baby blue coated ticket agents there to make changes to my boarding pass in the past. if someone reads the post as is and isn't familiar with Changi they might infer that SQ doesn't make provisions for Star Alliance Gold card holders on an economy ticket. which isn't the case.
