I think the net of this is that CO needs to adjust its valid connect time at EWR. Connect times at EWR should be a min. of 75 minutes. And for connection from domestic to international - more like 120 minutes.
The issue is CoEx to CoCo or CO Mainline; it has little to do with domestic/international.
As for whether CO should change the MCTs, I don't really think they should. While I feel badly for people who misconnect, I'd prefer the option of planning for it myself and deciding whether or not to take the risk. Then again, I rarely connect at EWR (maybe 3x in the past 5 years), so I don't have a lot vested in the decision.
