The outsourced staff who manages the lines doesn't understand the first thing about queueing.

They think if the elite line is short, well, they should let non-elites in to help things along and speeds things up. They don't realize that this completely screws other non-elites who happen to be in the regular line by essentiallly putting more people between them and the metal detectors. The understanding that if the elite line drops to zero people that this helps the other line move faster because the TSA distributes people to all x-ray and metal detector lines is completely beyond them.

Not that the TSA is a bunch of geniuses either. Last Wednesday both C1- AND C3 were closed while there was a long line at C-2 and only half the x-rays/detectors were even staffed.
