Though past its prime, like many of the hotel properties on Guam, I wouldn't consider or call the Hilton sleazy. Sure, it doesn't match up to the Hiltons mentioned here in Japan, but neither do many of the Hiltons I've stayed at around the US. On my many stays at the Guam Hilton, I've never encountered a problem with smell, plumbing or sub-par service, nor have I ever encountered any local gangsters. In any case, since the Hilton is probably not what I would consider to be cheap layover accommodations, perhaps another less expensive option if you would prefer to be fairly close to the beach and "downtown" area, would be the Ohana Bayview and Oceanview properties just up the hill from the Outrigger. Guests at these two properties are also given access to the Outrigger resort facilities.
