I would imagine that the requirement that a travel agency keep a copy of each issued ticket for a year is so that problems can be resolved should there be a discrepancy when the tickets are settled through ARC (the industry-wide clearinghouse), and not necessarily for the convenience of the passenger. You may indeed have no way of forcing the agency to give you a copy of their copy. That would be unfortunate, and a good example of "poor customer service."
