Anyone know of a metric that ranks web hosting services on things like uptime, access options (i.e. FTP vs. full shell account), etc.? I need something for a pretty simple website, but would prefer to have more access than less access.

Or alternately, can anyone recommend a good service? It seems like they're pretty cheap. $10/month gets to pretty close to unlimited transfers, unlimited number of domains, etc.
