The law on children in pubs was changed about five years ago.
Before then children were only allowed in pubs that had a separate restaurant or "family room", and they were not allowed to be in a room where alcohol was being served from a bar.
Nowadays children are allowed in any pub that has been granted a Children's Certificate. I don't think pubs have to serve food to be given a children's certificate, but they obviously have to serve non-alcoholic drinks.
Some pubs have chosen not to apply for Children's Certificates because they don't want children - so if you went to Blackfriars Pub in the last few years and they didn't allow your children in this could simply be a matter of choice.
