When you check-in, ask the desk staff to send room service to remove the water bottles immediately - and have them note your file that you do not wish replacements whilst there. They can't bill you for something that they've taken away in the first place.
When I run into old hotels that have minibar keys and/or safe charges, I simply refuse them at check-in - there was a $1.50 fee at the hotel last night for the use of a safe that could be waived.
