Pretty hard to use them. I've the same problem, in addition to the fact that they can only be used for "from and/or to" the 52 states travel. I have or had 8 of these vouchers a $200 for inconvenience but they all, except for one, expired because I was not able to use them.
I live in Canada, and mostly I fly transatlantic or transpacific on UA using the US as transit. Even under these circumstances, the voucher is not valid because it is not a so-called "from and/or to" travel. The few times last year I flew an eligible route, it happened to be an Air Canada co-share. Result: not valid either!
I think UA should stop giving out these worthless vouchers to customers based outside the US.
