I just glanced at the video, and I can say that if all (or even half) of these people came from the same flight something is messed up. If you fine more than one or two passengers from a flight the "take-home" message is that you need to make the rules, as well as the consequences of violating them, clearer to the arriving passengers.

The border cops are the idiots for not realizing that people are idiots. If this many people violate the rules then they're not doing their job, which I imagine is to prevent the importation of food. Either that or this is the outcome and revenue stream for which they were hoping. In both cases the border cops are at fault (no, I am not saying the passengers are innocent).
