This is not a 1Kvoice issue per se and they should not be docking 25%. Unless you are in a rush, I would followup with a regular letter to customer service. The letter would be forward to customer relations at ACA resposible for IAD and they would issue/exchange the travel credit vouchers.
Edit: I would also be concerned that 1Kvoice will *not* be sending you travel credit vouchers but a customer service cert which may not be combinable.
