0. Strange that they docked you 25%. Did you try for the travel credits and the time of the VDB and have the station refuse you? Many of us have been told by customer relations and by airport supervisors that the $ travel credits are still an option upon request.
1. 50/50 on the timing. If they send you the "real" denied boarding credits don't expect to receive them in time; they usually forward those requests to the airports for processing. By the way, all inventory classes should be eligible, although it may be limited to published fares.
2. Ordinary customer relations credits aren't ever valid on web fares. DBC $ travel credits aren't either. However, now that web fares are published in Sabre, travel agencies MIGHT be able to accept them for those fares -- I don't know. I wouldn't count on it. If the certs say only valid on published fares, this is a gray area. (If they're in Sabre, they're pretty close to being "published.")
