The only person who will definitely not be reaccommodated on another airline is the one to whom the offer is not made, and declines to ask.
My colleagues and I used to joke that buying a ticket on Eagle BOS-EWR was the cheapest way to fly Continental. Sometimes I'd wonder if any of their aircraft ever left the ground.
