The scenario of different fees and checks for different countries is very likely. Russia does the same. Probably a common ex-soviet/regional practice. They tend to be set at a reciprocal rate (i.e we charge and require from your citizens what your nation charges and requires from our citizens). Comparing France/Russia with USA/Russia is perhaps a good example of this practice.
Seems fair enough, though.
