Because of the agreement, it is possible for bags to be through-checked. But the first airline has no obligation to do so where the onward travel is on a separate ticket. The interline agreements were primarily intended to facilitate through-travel on single tickets, ie true connections. IIRC, there are some airlines that won't even through-check bags onto another of their own flights if you have two separate tickets for the two flights.
On the other hand, there are airlines that still have no problem interlining baggage to a non-Alliance partner, even on separate tickets. I have had AF interline baggage to OZ and JK on separate tickets. Sometimes, the reverse is not true.
