Agreed. I just booked a F-award and asked the agent this same question... she said "yes, fees will be waived once you roll over to 1K".

I did have to pay the $25 booking fee since I wasn't a 1K yet (had to book an open-jaw international trip which you can't do online), but thought that was nominal and not a big deal knowing the security I'll have once I roll over to 1K later this month.
