All you have to do is ask for a supervisor if you want it built into your card. I have had it for at least a year too!
Well, to make things simpler, if it exist and it's free, I shouldn't have to go through the hassle of asking for one (especially if the front-line agents don't know about it) and it should come built in in the first place.
