You most definitely are allowed to take photos - the police can give you a hard time, and even take your camera away, but you would prevail legally. If the 'some sort of uniform' people are not police, just ignore them, or remind them you have the right to take photos and they should get lost. If they try to take your camera, you should fight back.
I guess bocastephen would rather be right than be alive. Bad advice out side the USA. A lot of places out side of the US just because you are an American does not mean you are in charge.
