There are some cities you can find last minute MS availbilty for and others where you need to book 11 months out to even have a chance at an MS seat. I think we booked SFO-ORD-CDG 8 or 9 months out to get 40K tickets with weekend travel days during Spring Break 2009. People might spend 50K for a $400, but most FTers probably wouldn't
I think you are greatly overvaluing the cost of the flights at $1300 if you are talking about next spring break. We flew ORD-CDG in spring break of this year and we paid $420. Europe in March equals cheap. You could have gotten tickets to LON a few weeks ago for $223. Granted that was a rather ridiculous fare, but it will never cost near $1300. Maybe it does right now because fares haven't been loaded, but itw ill certainly cost less.
