The Hilton Tokyo Bay is for people who want to visit Tokyo Disney Land.

0.5km walk to the nearest station. (in the heat and humidity of July !)
No night life nearby (apart from Disney)
40 mins total journey time to the Keiyo Line platform under Tokyo Station
70 mins total journey time to Shinjuku Station

I don't think this hotel will suit you and your family at all.
