Why is DUB cheaper than BFS in CE?

Flying from either DUB or BFS over LHR on a single PNR means using an EI codeshare.

From DUB it is possible to book the LHR-Europe CE section in lowest available class usually R. But from BFS the class is often J or D. For example, DUB -HEL 800 sterling ( D dub-lhr-dub R lhr-hel-lhr) . BFS-HEL 1300 sterling (Y BFS-lhr-bfs, J lhr-hel-lhr).

The problem seems to be with band 2 and above flights from LHR. Band one flights do see to book into R ex BFS

It seems this fare difference is not just a ba.com issue as travel agents can not price differently either.

Is this a problem with the new EI BFS codeshare or deliberate BA/EI policy given the higher chance of mis connects on the BFS route given the lower frequency of flights LHR-BFS?
